Pallet Town is in Kanto, with Route 21 to the south. In the story you arrive from Route 1 to the north and it comes before Viridian Forest.

Nobody battles you in Pallet Town, so the walk in from Route 1 is a short stroll to Professor Oak's lab.
  1. Head south from Route 1, passing between the two houses that line the north side of town.
  2. Enter Oak's Lab through its door, which stands south of the eastern house.
