HeartGold & SoulSilver Pewter City
Pewter is still rock country, still Brock's gym. Its long-shut fossil museum has reopened, and a man inside parts with the wing that calls the missing tower guardian.
Pewter City is in Kanto, with the entrance to Pewter Gym. In the story you arrive from Route 2 to the south and continue east to Route 3.

Pokemon Encounters
Pewter's wild catches come from headbutting the trees, mostly Wurmple and Hoothoot, with a rare tree that can drop a Starly at 30 percent. The museum revives seven fossils into Pokemon like Omanyte and Cranidos, and a level 40 Latios in HeartGold or Latias in SoulSilver appears here as a one-time catch.
