Why does Eusine battle me in Cianwood City in Crystal?

Eusine catches up with you here. He's a Suicune obsessive Crystal adds to the story, and he's chased the beast for ten years. Right after it slips away he challenges you in Cianwood with a Drowzee, a Haunter, and a level 25 Electrode. Win to keep the hunt moving.

Crystal Cianwood City

Reachable only by sea, this remote town holds Chuck's Fighting-type gym and the pharmacy with the cure for Olivine's sick Ampharos.

Cianwood City is in Johto. In the story you arrive from Route 41 to the east and it comes before Route 42.
