Crystal Blackthorn City
Ringed by mountains, this is Clair's city and her Dragon-type gym, Johto's final badge, with the sacred Dragon's Den tucked away behind it.
Blackthorn City is in Johto, with Route 45 to the south. In the story you arrive from Ice Path to the north and continue north to Dragon's Den.

Pokemon Encounters
Blackthorn keeps its wild life in the water, Poliwag and Magikarp splitting the rods between them. Surf the river and it is all Magikarp, so the rods are where Poliwag actually bite.
