Emerald Rusturf Tunnel
A short tunnel a young man has spent years digging to reach his sweetheart. You corner the grunt who stole the Devon Goods here, and the digger hands you Strength once the path finally clears.
Rusturf Tunnel is in Hoenn, with Verdanturf Town to the east. In the story you arrive from Route 116 to the west and it comes before Route 105.
RUSTURF TUNNEL MAP
Rock Smash is all that joins the two halves of Rusturf Tunnel, where a single boulder blocks the shortcut between Rustboro and Verdanturf until it is cleared.
Pokemon Encounters
Whismur are the whole of Rusturf Tunnel at 100%, a one-species stop where your only choice is which level to grab. The noisy Normal-type grows into the surprisingly bulky Exploud.

Rusturf Tunnel Guide
Almost never. You can feel your way through the dark stretches, and the cave HM that actually earns a party slot is Rock Smash, not Flash. Flash only matters for a couple of black rooms late in Victory Road, so don't waste an early move slot on it.
Yes, more than Flash is. Smashing the cracked rocks in Granite Cave turns up a Nosepass you won't meet any other way, and the ones in Victory Road hide Geodude and Graveler. Keep one party member who knows it so you're not backtracking when a breakable rock shows up.
