  1. Acquire the Explorer Kit.
  2. On Route 209, use the Odd Keystone on the Hallowed Tower.
  3. From here, enter the Grand Underground.
  4. Have spoken to atleast 32 people in the Grand Underground, this does not include the merchants.
  5. Go back to the Hallowed Tower and interact with it to encounter Spiritomb.
