Location: Snowpoint City
- Take your Eevee to the small rock outside Snowpoint City.
- Once you are at the rock, within a small patch of grass, you will need to make Eevee level up once to trigger the evolution.
- You can level up Eevee via Rare Candy or battling wild pokemon nearby.
