There is no wild Blastoise in Emerald. Transfer the Squirtle line, then evolve Wartortle at level 36. Like both other Kanto starters, it has to come from elsewhere.

Blastoise Evolutions
Blastoise is the final form in a three-stage chain from Squirtle through Wartortle. Breeding this form produces Squirtle eggs (average hatch time). Evolving from Squirtle gave Blastoise the biggest boost in Sp.Def (+41), bringing the total to 530 stats. View every chain in the Evolution Chart.
How to Evolve
Breeding
Breed with Blastoise to get Squirtle eggs easily using 49 partners from the Monster and Water 1 egg groups. Notable egg moves include Flail, Foresight, Haze and 5 more.
E Blastoise Best Moveset
Defensive Water support that removes TermEntry Hazards with MoveRapid Spin while tanking hits. 100 Defense and 105 Sp. Def handle both sides. AbilityTorrent pushes Water moves at low HP. The moveset anchors teams with spin utility and 85 Sp. Atk Water TermStab from the special side. Reliable rather than flashy.

Moves List
Don't skip the egg moves. Blastoise picks up Flail and Foresight only through breeding, and both fill gaps the natural movepool can't. STAB runs through Hydro Pump and Surf while coverage across 8 types adds range.

Blastoise Emerald Guide
Mega Evolution isn't available in Emerald, but Blastoise does have a Mega form in Gen 6-7 games (X/Y, ORAS, Sun/Moon). Mega Blastoise hits 630 BST.
In Emerald, use Blastoise as a balanced. Special attacks are the main output. Speed is middling, Surf is the primary attack.
For Emerald, run Bold on Blastoise. +Defense is what matters, and the -Attack cut doesn't hurt this set. Fits the balanced role.
Gigantamax Blastoise is exclusive to Sword & Shield, so it's not usable in Emerald. The form has a unique appearance and a signature G-Max move.
Game Availability
Blastoise first appeared in Red & Blue and spans 21 games across 9 generations. It later gained a Mega form in Generation 6 and a Gigantamax form in Generation 8, adding new dimensions to its competitive identity.
