How to Get Sneasel in Emerald
Sneasel prowls no Emerald route, and no Hoenn Pokemon can lay its egg. Once you bring a Sneasel over, though, the Day Care will happily produce more, so the import is a one-time cost for the whole line.
Sneasel cannot be caught in the wild in Emerald, but you can still get it via these paths:
Catch in the wild and trade from these games:
Then trade to Emerald.
Also Obtainable In:
Pokemon transfers only go forward through generations, never backward. Direct cross-gen trades aren't supported.
How to Get Shiny Sneasel in Emerald
Sneasel originates well outside Hoenn, so catch one in LeafGreen where it prowls the frozen depths of Icefall Cave, then trade the shiny claw-cat back over to Emerald. See every game where Shiny Sneasel can be hunted

Does Not EvolveSneasel Weakness
Sneasel's Dark/Ice typing leaves it vulnerable to Fighting, Fire, Bug, Rock, and Steel. Fighting hits land at 4x, so they're the biggest threat. It shrugs off Psychic-type attacks completely. At base 115 Speed, Sneasel outspeeds most threats and doesn't need to tank what it can outrun.

Moves List
The natural movepool does the job, but Bite and Counter from the egg pool give Sneasel something extra. Pair those with Blizzard and Ice Beam for STAB and coverage across 9 types for reach, and the kit fills out nicely.
