Machoke connects Machop to Machamp as a Fighting type. Can't breed at 395 stats, just keep evolving. So far, Attack got the biggest boost (+20 from Machop). The final form adds another 110 stats on top. View every chain in the Evolution Chart.

No. Machoke only evolves into Machamp through a real trade. There is no in-game alternative in Red & Blue.
For Red & Blue, you can run Machoke through the first few routes without issues. 395 BST won't carry you far though. Get it to Machamp as fast as you can.
In Red & Blue, use Machoke as an attacker. Physical side carries the damage. Not the fastest, Submission is the primary attack.
