Red & Blue Rocket Hideout
A secret base beneath the Celadon Game Corner, where you first battle Giovanni and claim the Silph Scope that reveals Pokemon Tower's ghosts.
Rocket Hideout is in Kanto. In the story you arrive from Celadon City through its entrance and it comes before Pokémon Tower.

Rocket Hideout Guide
The Silph Scope, taken from Giovanni after you beat him in his first appearance. The hideout sits behind a poster beneath the Celadon Game Corner, and you ride spinning-tile floors down to him. That Scope is what lets you see the ghosts in Pokemon Tower, so clear this dungeon first.
Find the Lift Key first, dropped by a Rocket grunt on one of the basement floors, since the elevator won't run without it. The spinning arrow tiles are disorienting, so step onto them deliberately once the key is yours.
