Red & Blue Pokémon Tower
Rising over Lavender Town, this haunted graveyard hides the furious Marowak ghost you can only face once you hold the Silph Scope.
Pokémon Tower is in Kanto, with its entrance in Lavender Town. In the story it comes after Rocket Hideout and before Celadon Gym.

Gastly haunts the upper floors at up to 90%, the only common Ghost-type anywhere in the game. Cubone shows up at 9% between them, your one chance to raise a Marowak of your own here.

Pokémon Tower Guide
You're missing the Silph Scope, and without it the upper-floor spirits stay faceless shapes you can't battle or catch while a furious Marowak blocks the stairs. You get the Scope by beating Giovanni at the Celadon hideout, so clear that out before climbing the tower.
Saving Mr. Fuji at the top earns you the Poke Flute. That flute is the only thing that wakes the two sleeping Snorlax blocking Route 12 and Route 16, so you need it to keep exploring. Mr. Fuji simply hands it over once you reach him, no extra battle required.
