Location: Sunyshore City

  1. Go to Sunyshore City.
  2. Defeat Volkner, the gym leader of Sunyshore City.
  3. Go north of the Pokemon Center until you reach a small beach.
  4. A woman named Jasmine will stop you and give you the TM99.
