
Omastar Best Moveset
Dropped from A-tier as 115 Sp. Atk at 55 Speed behind Rock/Water TermStab couldn't keep up without rain. AbilitySwift Swim doubles that Speed in rain, and hidden AbilityWeak Armor trades Defense for Speed on hits. The moveset runs special offense at either fast-in-rain or slow-and-bulky at 125 Defense. C-tier because the rain dependency limits consistency.
Rock/Water had no reliable Water STAB in Gen I (Red & Blue). Omastar's 115 Special was impressive but there wasn't much worth doing with it offensively.

Omastar Weakness
Omastar's Rock/Water typing leaves it vulnerable to Grass, Electric, Fighting, and Ground. Grass hits land at 4x, so they're the biggest threat. 5 resistances help offset the weaknesses. Omastar's physical bulk (base 125 Def) helps cushion physical weakness hits, but special attackers are the bigger threat.

Base Stats
Defense and Sp. Atk carry most of Omastar's stat budget. Speed's the obvious dump stat. Tough to catch and yields 2 Defense EVs. Follows a medium-fast 1M XP curve.
Weighed down by a large and heavy shell, Omastar couldn’t move very fast. Some say it went extinct because it was unable to catch food.

Swift Swim changes the entire equation for Omastar. The 495 BST doesn't tell the full story. Ranked C-Tier as a wallbreaker.
Swift Swim is what you want on Omastar. Every competitive set worth running is built with that ability in mind. The alternatives (Shell Armor, Weak Armor) work on paper but Swift Swim is what makes Omastar worth using. On wall sets, Swift Swim pairs with Omastar's base 125 Defense to absorb physical hits on the switch.
At base 55 Speed, it won't be moving first often. On offense, Omastar is a special attacker with base 115 Sp. Atk. Defensively? Enough bulk to take a hit or two. Best used as a wallbreaker.
Run Shellsmash, Ice Beam, Scald, and Ancientpower on Omastar. Shellsmash is the most common pick at 0% usage. Scald provides reliable STAB damage.
