No version of Platinum lets you catch Suicune in the wild. With no in-game encounter for it in Sinnoh, a transfer from another title is the only way to obtain one.

Suicune Platinum Guide
Suicune isn't catchable in Platinum. Find it in HeartGold or SoulSilver, then trade it to Platinum.
In Platinum, use Suicune as a balanced. Special attacks are the main output. Speed is middling, Surf is the primary attack.
For Platinum, run Timid on Suicune. +Speed is what matters, and the -Attack cut doesn't hurt this set. Fits the balanced role.
