Porygon isn't catchable in Emerald. Obtain it as a gift in FireRed or LeafGreen, then trade it to Emerald.
In Emerald, Porygon has 395 BST and evolves into Porygon2. Compare the two forms before you give either one a team slot.
In Emerald, use Porygon as a trick room. Physical side carries the damage. It's slow, so Trick Room or priority moves are key. Facade is the primary attack.
For Emerald, run Brave on Porygon. +Attack is what matters, and the -Speed cut doesn't hurt this set. Fits the trick room role.
For Emerald, build your team around Haunter, Aggron, and Victreebel. These have the highest co-usage rates with Porygon in competitive formats. They cover each other's weaknesses.
