Diamond & Pearl Route 223
Sailors dot the open water of Route 223, the long surf between Sunyshore and Victory Road that ends where the cliffs of the League climb into view.
Route 223 is in Sinnoh, with Fight Area to the north and Victory Road to the north. In the story you arrive from Sunyshore City to the south and it comes before Pokémon League.

Open sea the whole way, Route 223 is all Surf as you weave north between scattered islets toward the League. No Waterfall here, just water from one end to the other.
Pokemon Encounters
Deep water to the League is all Wailmer and the huge Wailord on the rods, with Mantyke surfacing in the surf at 10 percent.
