Diamond & Pearl Oreburgh Gate
A short cave linking Jubilife to Oreburgh, its flooded lower floor reachable only once Rock Smash clears the blocking boulders.
Oreburgh Gate is in Sinnoh. In the story you arrive from Route 203 to the north and continue north to Oreburgh City.
OREBURGH GATE MAP
On the way to Oreburgh, the tunnel is a quick pass on its top floor, while the flooded basement opens only later, once you can bring Surf, Strength, and Rock Smash to it.
Pokemon Encounters
Geodude and Zubat run the cave between Jubilife and Oreburgh, with Psyduck and Golbat in the surf pocket below. Nothing rare, but it is the first place to fill out a Rock lineup before Roark.
