Professor Rowan's briefcase lies forgotten on the Lake Verity shore. When wild Starly swoop in, you grab your first partner from it: Turtwig, Chimchar, or Piplup.
Lake Verity is in Sinnoh. In the story you arrive from Route 201 to the south and it comes before Sandgem Town.

Mesprit bolts the instant you meet it in Verity Cavern near Twinleaf Town, then starts roaming Sinnoh as a Level 50 legendary. As the Being of Emotion, it is the one lake guardian that never waits in its cave, unlike Uxie and Azelf. Open the Poketch Marking Map from Jubilife City to track where it goes, and bring a Pokemon with Mean Look or another trapping move so it cannot flee each turn.
