The Diablo 4 Blood-Soaked Aspect is NOT a Codex Aspect, which means it can only be found on gear and then extracted.

Effect: Blood Mist leaves a trail that lasts for 4 seconds and deals [.24-.31] Shadow damage per second to enemies who stand in it. Your Movement Speed is no longer reduced while Blood Mist is active.

The Blood-Soaked Aspect is not a Codex which means you will have to find it and extract it from Legendary Equipment that will randomly drop from enemies. The Blood-Soaked Aspect has a chance to appear on the following equipment slots:
