How to Get Regirock in FireRed & LeafGreen
Regirock isn't in FRLG encounter data. Desert Ruins on Route 111 in Hoenn is the only Gen 3 home, with a puzzle requiring Strength and a Relicanth-Wailord party unlock. Trade from Ruby, Sapphire, or Emerald.
Regirock cannot be caught in the wild in FireRed & LeafGreen, but you can still get it via these paths:

Water, Grass, Fighting, Ground, and Steel moves hit Regirock for super-effective damage. The Rock typing picks up 4 resistances to work with. Regirock's physical bulk (base 200 Def) helps cushion physical weakness hits, but special attackers are the bigger threat.

200 Defense blocks physical attacks at the highest level in the format. AbilityClear Body prevents stat drops. 100 Attack fires MoveEarthquake and Rock TermStab at solid power.
