The moveset is defensive Poison TermStab with status support. The HP and defenses let it absorb hits, but 55 Speed and 73 offenses limit the impact.
100 HP with 83/83 defenses in Gen III (Ruby & Sapphire). Bulky Poison-type that absorbed hits and did nothing threatening. Liquid Ooze punished draining moves.
