Watch where the axe is going to land, not where Draven is standing. Spinning Axe stays live only while he keeps catching it, so trade while he chases the catch and punish him whenever it drags him out of position.
The play After Stand Aside answers your first engage, the second one lands while the slow is down.

How to Counter Draven in LoL Classic
Counter guideBlitzcrank is one-sided, and
Rocket Grab is why. Whatever it catches gets dragged to him and stunned. Ahri holds a firm edge, since
Charm sets Draven walking toward her under his own power. Kog'Maw carries a tilt, built out of shell range and a bite taken from Draven's health bar. Three different working ranges, then, and the range is what the plan is built on.
Playing Blitzcrank into Draven
Rocket Grab decides where this fight happens, and Power Fist is what you have charged when it does.

Anything
Static Field can touch sits well inside
Rocket Grab's reach, so the throw comes first and the walk comes after. Take up the spot where the arm still reaches Draven, then stop walking forward. Ranked all the way up, sixteen seconds separate one throw from the next.
Charge
Power Fist before the throw. It doubles the damage on your next swing and lifts the target for a second, and by its last rank five seconds sit between charges. Spend it on a minion and the pull arrives with nothing behind it.
Low health with mana to spare is
Mana Barrier at its best, which makes this lane a spending decision. Static Field, Rocket Grab and
Overdrive are all paid for out of the same place, so pressing them freely leaves a thin shield later. It can only happen once every ninety seconds.

Working distance in this lane is the outer edge of
Charm and
Orb of Deception. Neither one asks you to close on Draven.
Spirit Rush does, since each dash covers less than half the ground those two casts do, so spend the dashes inside a fight that is already running.
Fit your casts into the six seconds that begin when Charm lands: everything you put on Draven inside them arrives a fifth heavier. He walks toward you harmless for the first part of that, so Orb of Deception and
Fox-Fire land clean while the hold runs.
A charged spell that catches Draven alone hands back little.
Essence Theft pays per enemy the spell hits. The heal wants a crowd at both ends: bodies to bank charges off, and bodies around him when it pays. Fox-Fire is the cast that finds them, since the fires lock onto nearby enemies.
