Not available in Crystal. Vulpix was a Silver version exclusive that didn't make the cut. You'll need to trade one in from Gold or Silver if you want the Ninetales line. Crystal's Fire options are already thin, and losing Vulpix makes them thinner.

How to Get Vulpix in Crystal
Vulpix can't be caught in Crystal at all. Crystal swapped in Growlithe as its wild Fire-type and dropped Vulpix, so the only way to get one is to trade it in from Silver or a Gen 1 game.

How to Get Shiny Vulpix in Crystal
Vulpix is absent from Crystal's roster, so a shiny one has to be traded in from Silver, the only Gen 2 game where it prowls the grass of Route 7. See every game where Shiny Vulpix can be hunted
Vulpix Weakness
Water, Ground, and Rock moves hit Vulpix for super-effective damage. 5 resistances help offset the weaknesses. Vulpix's special bulk (base 65 Sp.Def) helps absorb special-type weaknesses, though physical moves exploit the lower Defense.
| Damage | Types |
|---|---|
| 2x (Weak) | Water, Ground, Rock |
| 0.5x (Resist) | Fire, Grass, Ice, Bug, Steel |
- Dark and Steel types added — Fairy does not exist yet
- Moves are Physical or Special based on type, not per move
- Special stat split into Sp.Atk and Sp.Def
