Crystal Tin Tower
Ho-Oh roosts at the peak of this sacred tower for any trainer bearing the Rainbow Wing, and in Crystal, Suicune waits inside at the end of Eusine's chase.
Tin Tower is in Johto, with Ecruteak City to the south. In the story it comes after Radio Tower and before Route 44.

Tin Tower rises ten floors to its summit on a chain of one-directional ramps and teleport tiles instead of plain stairs, its base door sealed until late in your journey.

Tin Tower is where Crystal rewrites the legend: clear the Burned Tower and Suicune settles here for a fixed level 40 catch, rather than the runaway it stays in Gold and Silver. Ho-oh crowns the summit at level 60, while the lower floors fill with Gastly once the sun goes down.

Tin Tower Guide
Yes, and it can't flee here. On the Tin Tower's ground floor Suicune stands as a guaranteed catch, not the roamer it is in Gold and Silver. Bring the Clear Bell from Goldenrod's Radio Tower Director to open the way, then take it on at level 40, well before the Elite Four.
You have to become Champion and catch all three legendary beasts first. The stairs to the top stay sealed until you have beaten the Elite Four and Raikou, Entei, and Suicune are all yours, and only then does a sage of the Wise Trio on the ground floor hand over the Rainbow Wing to open the climb. Ho-Oh sits at the summit at level 60, so bring a strong team and plenty of Ultra Balls for the catch.
