At the top of Sky Pillar in Hoenn waits Rayquaza. All three Gen 3 Hoenn games allow the shrine access, though Emerald stars it in the story. Trade from any of them to reach FRLG.

Rayquaza is weak to Ice, Rock, and Dragon. Watch out for Ice attacks, those deal 4x damage. On the flip side, it's immune to Ground-type moves entirely.
