Is Phione Good in Diamond & Pearl Playthrough?
Bred from Manaphy. Water with AbilityHydration clearing status in rain. Phione doesn't evolve into Manaphy and has worse stats than its parent. A breeding curiosity with no competitive value. Weaker than most native Water options in Sinnoh.

How to Get Phione in Diamond & Pearl
Phione has no wild encounter in Diamond or Pearl. It only hatches from an egg bred by leaving a Manaphy with a Ditto in the Day Care, so a Manaphy has to come first.
Phione is not available as a wild encounter in this game.

Pokemon transfers only go forward through generations, never backward. Direct cross-gen trades aren't supported.
How to Get Shiny Phione in Diamond & Pearl
Phione only comes from breeding Manaphy with Ditto, so a shiny has to be hatched in a game set up for it and then traded in. Compare Shiny Phione odds across every game

Time assumes -- at your pace and does not change your shiny odds.
How is this calculated?
Every encounter has the same shiny chance, the Shiny Odds Per Try shown above. Each one is a separate roll that does not care how many you have already done, so the more you hunt, the higher your overall chance of at least one shiny. The formula below turns your odds and your number of tries into that combined chance.
chance after N tries = 1 − (1 − p)^N, where p = 1 / odds per try
Example at 1 in 8,192 (classic full odds): about 864 encounters for a 10 percent chance, 5,678 for 50 percent, and 18,862 for 90 percent.
The table above flips that around: it shows how many encounters it takes to reach a 10, 25, 50, and 90 percent chance at your current odds. Turning on boosts like the Shiny Charm, sandwiches, or chains improves your odds, so the encounter numbers drop.
These are estimates, not promises. Most games have no pity counter, meaning no guaranteed shiny no matter how many you hunt, so even Very Likely is not guaranteed: some hunters find one early, others go well past that point.
Planning a longer hunt? Set up Phione in the Diamond & Pearl Shiny Odds Calculator to compare every method side by side.

Phione Evolutions
What you see is what you get. Phione sits outside any evolution chain, so focus on the egg moves and no compatible partners from two egg groups. Eggs take forever to hatch. View every chain in the Evolution Chart.
How to Evolve
Breeding
Phione is genderless and can only breed with Ditto. Part of the Fairy and Water 1 egg groups.

Moves List
Without TMs, Phione's movepool is bare bones. With them, you get Ice and Normal coverage and more on top of Surf and Dive for STAB. The natural kit handles basics, but TMs are doing the real work.

Phione Diamond & Pearl Guide
In Diamond & Pearl, use Phione as a support. Special attacks are the main output. Speed is middling, Surf is the primary attack.
For Diamond & Pearl, build your team around Starmie, Latias, and Aerodactyl. These have the highest co-usage rates with Phione in competitive formats. They cover each other's weaknesses.
For Diamond & Pearl, run Timid on Phione. +Speed is what matters, and the -Attack cut doesn't hurt this set. Fits the support role.
Game Availability
As a Mythical Pokemon, Phione has limited availability: 12 games since its debut in Diamond & Pearl. Typically obtained through special events or in-game quests rather than standard encounters.
