Emerald Navel Rock
A jagged rock far out at sea, reached only with the MysticTicket. Climb to the peak for Ho-Oh or descend to the depths for Lugia, the one trip that nets you both tower legends at once.
Navel Rock is in the Sevii Islands. In the story it comes after Artisan Cave and before Birth Island.

Basement
Inside, one passage splits into a ladder down and one up.
- Walk north into the cave, take its far ladder, head east to the next one, and follow the passage north to the split.
- Take the east ladder down through every ladder room to the bottom, then walk north and talk to LugiaDoes not evolve to battle it.
Summit
A knocked out legendary flies off for good, so catch both.
- Walk north up the narrow ridge, and Ho-Oh swoops down to battle you.
- After the battle, pick up the hidden Sacred AshSacred AshFully revives and restores all fainted Pokemon.Where Ho-Oh stood (hidden) where Ho-Oh stood.
- Climb back down, head south to the harbor, and ask the sailor to sail you home.

Navel Rock Guide
Both Ho-Oh and Lugia, on separate floors: Lugia deep at the bottom of the island and Ho-Oh up at the top, each at level 70. The catch is getting there, since Navel Rock only opens with the MysticTicket from an old distribution event.
