Is Gloom Good in FireRed & LeafGreen Playthrough?
Gloom waits for a Leaf Stone. AbilityChlorophyll sits unused since sunlight doesn't come up naturally in FRLG. Handles Water trainers through Grass and contributes against Giovanni's Ground team. The Vileplume evolution is available whenever you find the stone. FireRed only.
MoveAbsorb hits Brock's Geodude and Onix for four-times damage and returns the HP back to Oddish. Tackle and Rock Tomb land neutral in return, so Oddish out-heals the damage it takes.
Absorb doubles on Misty's Staryu and Starmie, and MoveSleep Powder shuts either one down for several turns. Starmie's MoveRecover can drag the fight out, so open with Sleep Powder and chip its HP with Absorb turn by turn.
Gloom's Grass half resists every Electric attack Surge carries at half damage. Sleep Powder puts Raichu or Voltorb out of the fight, and MoveAcid chips through while they nap.
Gloom and Erika's team share Grass-Poison typing, so neither side lands much damage through the typing wall. Sleep Powder is the equalizer: put one of her three to sleep and whittle it with MoveAbsorb while the rest of the team stalls.
Koga's Poison team resists Vileplume's Grass moves at half damage. Sleep Powder still lands, but Koffing and Weezing both carry Self-Destruct and will swing once before Vileplume can KO either. Consider a Psychic-type for cleaner coverage.

Sabrina's Psychic attacks hit Vileplume's Poison half for double damage, but MoveSleep Powder still lands on Alakazam first. MoveMega Drain recovers HP at neutral damage, so trade turns until Alakazam's PP runs thin.
