In Sun & Moon, Kyogre is a Legendary Pokemon rated S-Tier. At 770 BST, it hits hard. It excels as a wallbreaker. Ice Beam with Choice Scarf is the standard set.
Primordial Sea is the go-to ability for Kyogre. It creates heavy rain, which has all the properties of Rain Dance, cannot be replaced, and causes damaging Fire moves to fail. It's Kyogre's only ability.
Base 90 Speed is workable. Faster than some, slower than many. On offense, Kyogre is a special attacker with base 180 Sp. Atk. Defensively? Tanky enough to absorb a few hits. Best used as a wallbreaker.
In Sun & Moon, the best way to handle Kyogre: Status moves (Toxic, Will-O-Wisp) wear it down. Setup sweepers can use it as a boost opportunity. Physical attackers can break through.
