There's a reason Kyogre has stayed relevant since Gen 3. Water typing and sits at a decent but contested Speed tier — it checks a lot of boxes at once. Only weak to Electric and Grass. Known as the Sea Basin Pokemon.

Sp. Atk and Sp. Def carry most of Kyogre's stat budget. Defense's the obvious dump stat. Near-impossible to catch and yields 3 Sp. Atk EVs. Follows a slow 1.25M XP grind.

TMs carry this one. Kyogre learns Water Spout and Hydro Pump naturally for STAB, but the offensive range comes almost entirely from technical machines. Rock and Normal and beyond give it real matchup play.
