There's a reason Kyogre has stayed relevant since Gen 3. Water typing and sits at a decent but contested Speed tier — it checks a lot of boxes at once. Only weak to Electric and Grass. Known as the Sea Basin Pokemon.
Sp. Atk and Sp. Def carry most of Kyogre's stat budget. Defense's the obvious dump stat. Near-impossible to catch and yields 3 Sp. Atk EVs. Follows a slow 1.25M XP grind.
KYOGRE has appeared in mythology as the creator of the sea. After long years of feuding with GROUDON, it took to sleep at the bottom of the sea.
