There's a reason Kyogre has stayed relevant since Gen 3. Water typing and sits at a decent but contested Speed tier — it checks a lot of boxes at once. Only weak to Electric and Grass. Known as the Sea Basin Pokemon.
Sp. Atk and Sp. Def carry most of Kyogre's stat budget. Defense's the obvious dump stat. Near-impossible to catch and yields 3 Sp. Atk EVs. Follows a slow 1.25M XP grind.
It is said to have widened the seas by causing downpours. It had been asleep in a marine trench.
Kyogre Weakness
GoodType-wise, Kyogre takes extra damage from Electric and Grass. 4 resistances help offset the weaknesses. Kyogre's special bulk (base 140 Sp.Def) helps absorb special-type weaknesses, though physical moves exploit the lower Defense.
No breeding, no evolution. Kyogre is a Water legendary with 670 base stat total that you obtain once and build around.
How to Evolve
Prediction matters here. Choice Scarf means Kyogre can't change moves after clicking, but the payoff is speed patching through item lock. Max Sp. Atk and Speed EVs with Drizzle back that up. Electric coverage prevents free switches.
