Latios has the stats to dominate any format it's allowed in. 130 base Sp. Atk stands out, and the rest of the spread doesn't have obvious weak points either. Levitate adds even more value. A competitive option since Gen 3.
Latios's built around special offense. Sp. Atk leads the charge, HP pays for it. Near-impossible to catch, worth 3 Sp. Atk EVs. Follows a slow 1.25M XP grind.
It is a highly intelligent Pokémon. By folding back its forelegs in flight, it can overtake jet planes.
Latios Weakness
FragileIce, Bug, Ghost, Dragon, Dark, and Fairy-type moves hit Latios for super-effective damage. 6 resistances give it solid defensive coverage on top of that. Levitate grants an additional Ground immunity, reshaping the matchup chart. Latios's special bulk (base 110 Sp.Def) helps absorb special-type weaknesses, though physical moves exploit the lower Defense.
A Dragon/Psychic-type legendary, Latios doesn't evolve or breed. At 600 total stats, it's meant to stand on its own.
How to Evolve
Draco Meteor is the main STAB option after a Calm Mind boost. Souldew gives Latios extra utility to survive the setup turn, and max Sp. Atk and Speed EVs make the boosted hits count. The remaining moves catches resists.

At 600 BST, Latios is built different. We rank it S-Tier. As a Legendary Pokemon, the raw stats back up the reputation. Best used as a sweeper.
Watch for Lapras (Ice), Heracross (Bug), and Misdreavus (Ghost) when using Latios. They all hit it super-effectively with STAB. Dragon, Dark, and Fairy-type attackers are also a problem. With 6 weakness types, most competitive teams carry at least one counter.
Latios doesn't evolve. As a Legendary Pokemon, it stands on its own without an evolutionary line. It's a Dragon/Psychic type with 600 BST.
Run Levitate on Latios. It's the ability that defines how you build around it and the main reason it holds a competitive niche. With base 110 Speed, Levitate gives Latios an edge before opponents can react.
Latios fills the sweeper role. It's leaning toward the special side (base 130 Sp. Atk). Base 110 Speed lets it outrun most of the field. And it's enough bulk to take a hit or two.
