Sp. Atk leads and Defense gets almost nothing. That's Kyogre's stat line in a nutshell. 6 stats sit in respectable range, but the spread is brutal. Near-impossible to catch and yields 3 Sp. Atk EVs.
Kyogre reverted to this state via the Blue Orb, which contains the energy of the primordial world. Kyogre's body resembles seawater.

Kyogre is a Legendary Pokemon rated S-Tier. At 770 BST, it hits hard. It excels as a wallbreaker. Base 180 Sp. Atk stands out.
Primordial Sea is the go-to ability for Kyogre. It creates heavy rain, which has all the properties of Rain Dance, cannot be replaced, and causes damaging Fire moves to fail. It's Kyogre's only ability.
Base 90 Speed is workable. Faster than some, slower than many. On offense, Kyogre is a special attacker with base 180 Sp. Atk. Defensively? Tanky enough to absorb a few hits. Best used as a wallbreaker.
Best way to handle Kyogre: Status moves (Toxic, Will-O-Wisp) wear it down. Setup sweepers can use it as a boost opportunity. Physical attackers can break through.
