130 Attack on Fire, but AbilityFlash Fire boosts Fire moves on the special side where Flareon has 95 Sp. Atk. AbilityGuts boosts Attack 50% when statused, which turns the 130 Attack into a monster. The moveset hits hard physically through MoveFlare Blitz and TermStab. 65 Speed means taking a hit first. Recoil from Flare Blitz adds up fast.
Fire-types struggled in Gen I (Red & Blue). Earthquake dominated, and Flareon's 65 Speed meant everything outsped it. 110 Special wasn't enough to compensate.

Flash Fire is what you want on Flareon. Every competitive set worth running is built with that ability in mind. The alternatives (Guts) work on paper but Flash Fire is what makes Flareon worth using. Flash Fire synergizes with Flareon's base 110 Sp.Def, letting it soak special attacks as a pivot.
At base 65 Speed, it won't be moving first often. On offense, Flareon is a physical attacker with base 130 Attack. Defensively? Enough bulk to take a hit or two. Best used as a wallbreaker.
