Special encounters are the one-time, fixed-location Pokemon you won't catch in random wild grass. Red & Blue has 2 total: 2 Legendary (story-locked, once per save).
Same Kanto map as FRLG: Viridian Forest through Mt. Moon to Rock Tunnel, then Pokemon Tower, Silph Co., and Safari Zone before Cinnabar. Red and Blue have no Sevii Islands, so the game ends at the Indigo Plateau and Cerulean Cave. Fewer overall locations than FireRed and LeafGreen but the route is identical.
Each version has 8 species that only appear in wild encounters there. Red gets Ekans, Arbok, Oddish, Gloom, Growlithe, Mankey, Scyther, and Electabuzz. Blue gets Sandshrew, Sandslash, Vulpix, Meowth, Bellsprout, Weepinbell, Magmar, and Pinsir. Most show up on the early-to-mid routes and in the Safari Zone.

Victory Road has the highest pre-E4 wild levels (around 40-48). For postgame, Cerulean Cave goes up to level 70 and has high-EXP species. There's no VS Seeker in Red and Blue, so trainer rematches aren't an option. You're stuck with wild encounters for grinding after clearing all trainers.
