Togekiss Best Moveset
Fairy/Flying at 120 Sp. Atk and 115 Sp. Def with 80 Speed. Dragon immunity from Fairy plus Flying coverage. The moveset runs special dual TermStab from excellent special bulk. Agile Style at 80 Speed can secure double turns. One of the more complete offensive packages available.
Serene Grace doubled Air Slash's 30% flinch to 60% in Gen IV (Diamond & Pearl). Thunder Wave paralyzed first, then Air Slash flinched. Opponents rarely got to attack.

Steels resisted Air Slash and Electric-types absorbed Thunder Wave in Gen V (Black & White). The flinch strategy had hard counters that every team carried.

Became Fairy/Flying in Gen VI (X & Y). New typing plus Dragon immunity, but stuck between tiers. Too bulky below, too passive above without offensive pressure beyond flinching.

Tapu Koko's Electric Terrain blocked Thunder Wave support in Gen VII (Sun & Moon). The flinch set was annoying but predictable. Two gens between tiers.

Dropped further in Gen VIII (Sword & Shield). Dynamax Max Airstream boosted Speed while dealing damage, but the format's offensive power had climbed past what flinch hax could handle.

Base Stats
Togekiss's spread isn't flashy. Sp. Atk leads, Attack trails, 5 stats clear the bar. Tough to catch and worth 3 Sp. Atk and Sp. Def EVs, on a fast 800K XP curve.
Scant few have ever sighted this Pokémon. After studying what literature remains, I am certain Togekiss will reveal itself when peace reigns in the land.
Togekiss Guide
Togekiss has a 545 base stat total and ranks as B-Tier: a solid choice for the right team. It works best as a support. Base 120 Sp. Atk is where it shines.
Hustle is the go-to ability for Togekiss. It strengthens physical moves to inflict 1.5× damage, but decreases their accuracy to 0.8×. Its hidden ability Super Luck can work in specific setups. Serene Grace is the other option. Pick based on what your team needs.
Togekiss fills the support role. It's a special attacker with base 120 Sp. Atk. Base 80 Speed is workable. Faster than some, slower than many. And it's tanky enough to absorb a few hits.
The core moveset is Air Slash, Dazzling Gleam, Thunder Wave, and Roost. Air Slash leads at 0% usage. This set covers the support role with a mix of damage and utility.
Game Availability
Togekiss has been available in 12 games since Diamond & Pearl, though obtaining it requires an item-based evolution. This extra step makes it less common than Pokemon found through standard wild encounters.
