Seel is technically a pre-evolution of Dewgong, but it holds its own in formats where Eviolite is allowed. Only weak to Electric and Grass. Part of the Gen 1 roster. Known as the Sea Lion Pokemon.
You won't find a real weakness in Seel's stat line. It's well-rounded for the Sea Lion Pokemon, and what it does with that depends on moveset and items. Yields 1 Sp. Def EV, on a medium-fast 1M XP curve.
The protruding horn on its head is very hard. It is used for bashing through thick ice.
Seel Weakness
AvgType-wise, Seel takes extra damage from Electric and Grass. Not many exploitable gaps in the Water typing defensive chart. Seel's Water typing only leaves 2 gaps to cover.
- Only 15 types exist — Dark, Steel, and Fairy are absent
- Ghost has no effect on Psychic (a known bug, fixed in Gen II)
- Special stat governs both offense and defense — no Sp.Atk / Sp.Def split
Seel starts a line toward Dewgong. Can't breed this Water type (325 stats), so keep the evolution path going. Evolving adds up to 150 stat points total.
How to Evolve
Best Build
Gen 1 build content has limited support (no abilities, held items, or natures).
Try selecting a different game/generation filter, or check back later.
Most of Seel's flexibility comes from TMs. Same-type output runs through Surf and Bubble Beam, but Normal and Ice and the rest of the TM pool push it from predictable to genuinely threatening.

Best Locations
Seel appears in 12 walking and trade locations at Lv. 28-33 across Blue and Red. Not all encounters show up in every version, so check which ones match your game.
At 325 BST, Seel is firmly in pre-evolution territory. Evolve it into Dewgong before bringing it to any serious fight.
Seel evolves into Dewgong at level 34. Seel is the base form of this evolutionary line.
Seel is leaning toward the physical side (base 45 Attack). But the speed tells the real story — base 45 Speed is low. Priority moves or Trick Room are the way to go.
Seel appears in 19 games, including Yellow, Red & Blue, and Gold & Silver.
Present since Red & Blue, Seel appears in 19 games spanning 9 generations. Gen 1 originals like Seel have the longest track record of availability in the series.
