Seel is technically a pre-evolution of Dewgong, but it holds its own in formats where Eviolite is allowed. Only weak to Electric and Grass. Part of the Gen 1 roster. Known as the Sea Lion Pokemon.
You won't find a real weakness in Seel's stat line. It's well-rounded for the Sea Lion Pokemon, and what it does with that depends on moveset and items. Yields 1 Sp. Def EV, on a medium-fast 1M XP curve.
Although it can’t walk well on land, it is a graceful swimmer. It especially loves being in frigid seas.
In daytime, it is often found asleep on the seabed in shallow waters. Its nostrils close while it swims.
Seel Weakness
GoodType-wise, Seel takes extra damage from Electric and Grass. The Water typing picks up 4 resistances to work with. Seel's Water typing only leaves 2 gaps to cover.
- Dark and Steel types added — Fairy does not exist yet
- Moves are Physical or Special based on type, not per move
- Special stat split into Sp.Atk and Sp.Def
Seel is the base form in a two-stage line leading to Dewgong. Check the evolution method below. Plenty of partners for breeding via two egg groups. Eggs are average hatch time. Evolving adds up to 150 stat points total.
How to Evolve
Breed Seel easily with 66 breeding partners from the Ground and Water1 egg groups. Pass egg moves like Disable, Encore, Lick and 3 more to offspring.
Best Build
Gen 2 build content has limited support (no abilities).

Breeding's the move. Disable and Encore give Seel options it can't learn any other way, and Normal and Ice coverage and more already covers a decent range on top of Surf and Waterfall. The egg moves push it further.

Seel evolves into Dewgong at level 34. Seel is the base form of this evolutionary line.
Seel is leaning toward the physical side (base 45 Attack). But the speed tells the real story — base 45 Speed is low. Priority moves or Trick Room are the way to go.
