After you catch a Clefairy, Request becomes available.

How To Complete
Travel downstairs in Galaxy Hall and speak with the man NPC. Then head to Coronet Highlands. At the Highlands Camp, rest until Nightfall time and make sure it is a full moon. Interact with the Clefairy.
