Three distinct areas to explore: the city streets, the Game Corner basement level, and Celadon Mansion. Most shops and buildings line the main east-west road through town.

Celadon City Guide
Top floor of the Celadon Mansion (the building with the back entrance next to the Pokemon Center). Go in through the back door, take the stairs all the way up, and grab it from the Pokeball on the table. It's level 25 and the only Eevee in the game.
The prize exchange next door sells Abra, Clefairy, Dratini, Scyther (FireRed) or Pinsir (LeafGreen), and Porygon. Prices range from 120 to 9,999 coins. Porygon and Dratini are the standouts since both are hard to get otherwise.
TM16 Light Screen and TM33 Reflect on 3F are solid pickups for the late game. The rooftop vending machines sell Fresh Water, Soda Pop, and Lemonade, which are cheaper than Super Potions and heal more. Grab some before Silph Co.
Only through Surfing and Fishing if the city has water. No Pokemon appear by walking around in any city. Check the encounter table on this page to see what is available via rod or Surf.
No. The VS Seeker only works on outdoor routes where trainers are standing. It won't activate inside cities, buildings, or caves. Head to a nearby route if you need trainer rematches for experience or money.
