Getting Whimsicott requires an evolution item, not just grinding levels. The chain starts at Cottonee. Breed this form to get Cottonee eggs (average hatch time). Speed grew the most through evolution (+50 over Cottonee), and Whimsicott peaks at 480 total stats.
How to Evolve
Breed with Whimsicott to get Cottonee eggs easily from the Fairy and Plant egg groups. Notable egg moves include Beat Up, Captivate, Encore and 7 more.
One guaranteed turn is all Whimsicott needs. Focus Sash buys it, max Sp. Atk and Speed EVs make it count, and Prankster adds something extra. The goal: deal early damage and deal damage with Moonblast. Utility options gives it play beyond just the lead turn.

Watch for Roserade (Poison), Blaziken (Fire), and Weavile (Ice) when using Whimsicott. They all hit it super-effectively with STAB. Roserade is the most dangerous since Poison moves deal 4x damage. Flying and Steel-type attackers are also a problem. With 5 weakness types, most competitive teams carry at least one counter.
Cottonee evolves into Whimsicott using a Sun Stone. Whimsicott is the fully evolved form. At 480 BST, it's got solid stats to work with.
Prankster is what you want on Whimsicott. Every competitive set worth running is built with that ability in mind. The alternatives (Infiltrator, Chlorophyll) work on paper but Prankster is what makes Whimsicott worth using.
Base 116 Speed lets it outrun most of the field. On offense, Whimsicott is a special attacker with base 77 Sp. Atk. Defensively? Enough bulk to take a hit or two. Best used as a pivot.
