Start with max HP and Sp. Def EVs. Calm nature gives Tropius the right special wall lean, Sitrus Berry adds a one-time health recovery at low HP, and Harvest works in the background. Substitute is the main damage option.

Tropius Guide
In Scarlet & Violet, Don't let Tropius's 460 base stat total fool you. Chlorophyll is what makes it tick. It punches way above its weight class. We rate it C-Tier. Substitute with Sitrus Berry is the standard set.
In Scarlet & Violet, watch for Lapras (Ice), Charizard (Fire), and Nidoking (Poison) when using Tropius. They all hit it super-effectively with STAB. Lapras is the most dangerous since Ice moves deal 4x damage. Flying and Rock-type attackers are also a problem. With 5 weakness types, most competitive teams carry at least one counter.
In Scarlet & Violet, Run Chlorophyll on Tropius. It's the ability that defines how you build around it and the main reason it holds a competitive niche. Tropius also gets Solar Power and Harvest, but they don't compare.
In Scarlet & Violet, Tropius fills the balanced role. It's leaning toward the special side (base 72 Sp. Atk). At base 51 Speed, it won't be moving first often. And it's enough bulk to take a hit or two.
In Scarlet & Violet, run Substitute, Leech Seed, Air Slash, and Dragon Dance on Tropius. Substitute is the most common pick at 20% usage. This set covers the balanced role with a mix of damage and utility.
