Pelipper punches above its weight class thanks to Drizzle. It sets rain on switch-in, which is enough to make up for stats that don't impress on their own. Ground moves can't touch it, and only 2 types hit it super-effectively. Known as the Water Bird Pokemon.
Pelipper's spread isn't flashy. Defense leads, Attack trails, 2 stats clear the bar. Tough to catch and worth 2 Defense EVs, on a medium-fast 1M XP curve.
It is a flying transporter that carries small POKéMON in its beak. It bobs on the waves to rest its wings.
Pelipper Weakness
ExcellentPelipper's Water/Flying typing leaves it vulnerable to Electric and Rock moves. Electric hits land at 4x, so they're the biggest threat. It shrugs off Ground-type attacks completely. It resists 5 types, giving it decent defensive coverage. Pelipper's physical bulk (base 100 Def) helps cushion physical weakness hits, but special attackers are the bigger threat.

Pelipper is the evolved form of Wingull. Breeding produces Wingull eggs, and they're average hatch time. Evolving from Wingull gave Pelipper the biggest boost in Defense (+70), bringing the total to 440 stats.
How to Evolve
Breed with Pelipper to get Wingull eggs easily using 25 partners from the Flying and Water1 egg groups. Notable egg moves include Agility, Gust, Mist and 2 more.
Keeneye isn't flashy, but it matters. Combined with Leftovers for passive recovery each turn and max HP and Defense EVs, Pelipper fills the defensive wall slot reliably. Bold nature finishes the spread.

The natural movepool does the job, but Agility and Gust from the egg pool give Pelipper something extra. Pair those with Hydro Pump and Fly for STAB and Normal and Ice coverage and more for reach, and the kit fills out nicely.

Wingull evolves into Pelipper at level 25. Pelipper is the fully evolved form. It sits at 440 BST in its evolved form.
Run Drizzle on Pelipper. It's the ability that defines how you build around it and the main reason it holds a competitive niche. Pelipper also gets Keen Eye and Rain Dish, but they don't compare.
Pelipper fills the balanced role. It's a special attacker with base 95 Sp. Atk. At base 65 Speed, it won't be moving first often. And it's enough bulk to take a hit or two.
