Almost nobody uses Feebas in battle. It exists to evolve into Milotic, which is a completely different story. Get it there and you won't regret it. Known as the Fish Pokemon. Introduced in Gen 3.
Speed and Sp. Def carry most of Feebas's stat budget. Sp. Atk's the obvious dump stat. Easy to catch and yields 1 Speed EV. Follows a standard growth curve.
Feebas’s fins are ragged and tattered from the start of its life. Because of its shoddy appearance, this Pokémon is largely ignored. It is capable of living in both the sea and in rivers.
While Feebas’s body is in tatters, it has a hardy and tenacious life force that enables it to live anywhere. However, this Pokémon is also slow and dimwitted, making it an easy catch.
Feebas Weakness
GoodElectric and Grass-type moves hit Feebas for super-effective damage. 4 resistances help offset the weaknesses. Feebas's special bulk (base 55 Sp.Def) helps absorb special-type weaknesses, though physical moves exploit the lower Defense.
Feebas doesn't evolve by leveling. You'll need a held item to push it forward to Milotic. The evolved forms gain up to 340 total stats over Feebas.
How to Evolve
Breed Feebas easily from the Dragon and Water1 egg groups. Pass egg moves like Brine, Captivate, Confuse Ray and 9 more to offspring.

Feebas is available from early-game fishing spots onward at high spawn rates. 18 encounter spots give you plenty of options. Grab one early and it'll be ready to evolve or train by mid-game.
Best Locations
Catching Feebas here means fishing. All 18 encounters require Old Rod, Good Rod, and Super Rod at Lv. 15-35, and there aren't any overworld spawns in this game.
Feebas is meant to evolve into Milotic. At 200 BST, the stats aren't there for competitive play yet. Pre-evolution Pokemon rarely hold up against fully evolved threats.
Feebas evolves into Milotic while holding a Prism Scale. Feebas is the base form of this evolutionary line.
Adaptability is what you want on Feebas. Every competitive set worth running is built with that ability in mind. The alternatives (Swift Swim, Oblivious) work on paper but Adaptability is what makes Feebas worth using.
Base 80 Speed is workable — faster than some, slower than many. On offense, Feebas is a mixed attacker — base 15 Attack and 10 Sp. Atk. Defensively? Fragile — can't afford to take many hits.
Feebas appears in 16 games, including Ruby & Sapphire, FireRed & LeafGreen, and Emerald.
Obtainable through an item-based evolution, Feebas appears in 16 titles across 7 generations since Ruby & Sapphire. The evolution method adds a barrier that wild-catchable Pokemon don't have.
