Almost nobody uses Feebas in battle. It exists to evolve into Milotic, which is a completely different story. Get it there and you won't regret it. Known as the Fish Pokemon. Introduced in Gen 3.
Speed and Sp. Def carry most of Feebas's stat budget. Sp. Atk's the obvious dump stat. Easy to catch and yields 1 Speed EV. Follows a standard growth curve.
Although unattractive and unpopular, this Pokémon’s marvelous vitality has made it a subject of research.
It is a shabby and ugly Pokémon. However, it is very hardy and can survive on little water.
Feebas Weakness
GoodElectric and Grass-type moves hit Feebas for super-effective damage. 4 resistances help offset the weaknesses. Feebas's special bulk (base 55 Sp.Def) helps absorb special-type weaknesses, though physical moves exploit the lower Defense.
Feebas doesn't evolve by leveling. You'll need a held item to push it forward to Milotic. The evolved forms gain up to 340 total stats over Feebas.
How to Evolve
Breed Feebas easily with 60 breeding partners from the Dragon and Water1 egg groups. Pass egg moves like Confuse Ray, Dragon Breath, Haze and 4 more to offspring.

Feebas is meant to evolve into Milotic. At 200 BST, the stats aren't there for competitive play yet. Pre-evolution Pokemon rarely hold up against fully evolved threats.

Adaptability is what you want on Feebas. Every competitive set worth running is built with that ability in mind. The alternatives (Swift Swim, Oblivious) work on paper but Adaptability is what makes Feebas worth using.
Base 80 Speed is workable — faster than some, slower than many. On offense, Feebas is leaning toward the physical side (base 15 Attack). Defensively? Fragile — can't afford to take many hits.

Obtainable through an item-based evolution, Feebas appears in 16 titles across 7 generations since Ruby & Sapphire. The evolution method adds a barrier that wild-catchable Pokemon don't have.
