Almost nobody uses Feebas in battle. It exists to evolve into Milotic, which is a completely different story. Get it there and you won't regret it. Known as the Fish Pokemon. Introduced in Gen 3.
Speed and Sp. Def carry most of Feebas's stat budget. Sp. Atk's the obvious dump stat. Easy to catch and yields 1 Speed EV. Follows a standard growth curve.
FEEBAS live in ponds that are heavily infested with weeds. Because of its hopelessly shabby appearance, it seems as if few TRAINERS raise it.
Feebas Weakness
GoodElectric and Grass-type moves hit Feebas for super-effective damage. 4 resistances help offset the weaknesses. Feebas's special bulk (base 55 Sp.Def) helps absorb special-type weaknesses, though physical moves exploit the lower Defense.

Feebas doesn't evolve by leveling. You'll need a held item to push it forward to Milotic. The evolved forms gain up to 340 total stats over Feebas.

Breed Feebas easily with 27 breeding partners from the Dragon and Water1 egg groups. Pass egg moves like Confuse Ray, Dragon Breath, Hypnosis and 3 more to offspring.

Catching Feebas here means fishing. All 3 encounters require Good Rod, Super Rod, and Old Rod at Lv. 20-25, and there aren't any overworld spawns in this game.
