Dewgong is the evolved form of Seel. Breeding produces Seel eggs, and they're average hatch time. Evolving from Seel gave Dewgong the biggest boost in HP (+25), bringing the total to 475 stats.
How to Evolve
Flip Turn keeps your team's momentum going. Dewgong doesn't need to stay in long, Heavy-Duty Boots provides hazard immunity on every switch-in and max Attack without Speed EVs make every visit count. Liquidation threatens on the way out. Thickfat adds passive value.

Without TMs, Dewgong's movepool is bare bones. With them, you get Normal and Fairy coverage and more on top of Blizzard and Hydro Pump for STAB. The natural kit handles basics, but TMs are doing the real work.
