Pelipper cannot be caught in this game. It must be traded in from a compatible game where it appears in the wild. On GBA, cross-region trading unlocks post-game after Celio's Sevii Islands Ruby & Sapphire quest. The Switch re-release supports only one-way transfers out to Pokemon HOME. Alternatively, transfer the pre-evolution and level it up to Lv 25.

How to Get Pelipper in FireRed & LeafGreen

The Wingull evolution at level 25 produces Pelipper. Getting the base form requires a Hoenn trade, since Kanto's coast doesn't produce Wingull despite having plenty of water routes.

Pelipper's Water/Flying typing leaves it vulnerable to Electric and Rock. Electric hits land at 4x, so they're the biggest threat. It shrugs off Ground-type attacks completely. It resists 5 types, giving it decent defensive coverage. Pelipper's physical bulk (base 100 Def) helps cushion physical weakness hits, but special attackers are the bigger threat.
